Two Arrested for Heroin after Officers Witness Suspicious Activity; BPD Daily Incident Report

Arrested: Joel David James Barker, 25, Boise

Charged: Controlled Substance Violation - Possession of Heroin (F)

Arrested: Micah A. Kissee, 23, Boise

Charged: Controlled Substance Violation - Possession of Heroin (F), Possession of drug paraphernalia (m)

Boise Police officers patrolling the area around West Overland Road and South Vista Avenue last night shortly before 7:00 p.m. witnessed suspicious activity, possibly a hand to hand drug deal in a business parking lot. One of the individuals involved got into a vehicle and drove off, traveling northbound at 43 mph in a 30 mph zone. An officer stopped the vehicle. A Boise Police drug detection dog was called to assist. During the stop, officers found the driver, Barker to be in possession of a brown tar-like substance consistent with heroin. The substance tested positive for 0.3 grams of heroin. The suspect was arrested and booked into the Ada County jail on the above charge.

The second individual was also seen by officers driving away, failing to signal while turning, then stopped on the side of the road. An officer approached the parked vehicle and contacted the driver, who was initially very slow to follow the officers commands and appeared, based on the officers experience and training to be under the influence of a controlled substance. A Boise Police drug detection K9 was called to assist. The dog alerted to the likely presence of drugs in the vehilce. During a search, the suspect, identified as Kissee, was found to be in possession of a loaded syringe, a metal spoon with a substance identified as heroin, and other drug paraphernalia. The suspect was arrested and booked on the above charges. 


Arrested: Rachelle L. Graefe 43, Meridian

Charged: Grand Theft (F) - Warrant Arrest

Boise Police were contacted in April, 2013 by a citizen who claimed the suspect, who had been managing a personal financial account for the victim, had instead used the money without authorization for her own personal use, a sum totalling approx. $35,000. Detectives with the Boise Police Property Crimes Unit investigated. Their investigation was sent to Ada County Prosecutors who issued a warrant for the suspect's arrest on September 9th. The suspect was booked into the Ada County Jail on the above charge.
