05-13-11 Citizen call ends in 3 counts of Injury to a Child; daily incident report

    Arrested: Vanessa Barrows, 27, Boise

     Charges:3 counts of Injury to a Child (F)

    Boise Police responded to a request for a welfare check at a residence in South East Boise early this morning, May 13th, at approximately 2:00 a.m. A citizen had called police to report a strange adult female, who appeared to be very intoxicated at the time, had entered the wrong residence. Officers located the suspect still in the residence and determined her actual address. During the course of the investigation officers determined the suspect had been at a local bar, leaving three small children, under the ages of 10, at the residence alone. When officers made contact with the kids and verified they had been left at the residence, they discovered the home was unsafe. Officers found feces smeared on the walls in a hallway and on the floor in the kitchen and soiled diapers on the floor. Officers also observed an open bottle of wine, kitchen knives and medicine bottles within reach of the children. The suspect was transported to the Ada County Jail and booked on the above listed charges. The children were turned over to the custody of the State Department of Health and Welfare. No further information is available at this time.

TITLE 18 CRIMES AND PUNISHMENTS CHAPTER 15 CHILDREN AND VULNERABLE ADULTS18-1501.Injury to children. (1) Any person who, under circumstances or conditions likely to produce great bodily harm or death, willfully causes or permits any child to suffer, or inflicts thereon unjustifiable physical pain or mental suffering, or having the care or custody of any child, willfully causes or permits the person or health of such child to be injured, or willfully causes or permits such child to be placed in such situation that its person or health is endangered, is punishable by imprisonment in the county jail not exceeding one (1) year, or in the state prison for not less than one (1) year nor more than ten (10) years.

  Charges:Burglary (F), Failure to Appear charges (m)

  Boise Police responded to a report of a theft at a retail store on the 1600 block of West State yesterday, May 12th, at approximately 12:00 p.m. Store employees tell police that they witnessed the suspect conceal several bottles of wine and then leave the store without paying for them. Officers believe the suspect entered the store with the intent to commit the theft resulting in the burglary charge. Officers determined the suspect also had a current warrant for failure to appear. The suspect was transported to the Ada County Jail and booked on the above listed charges.

  The Boise Police Department developed a positive, productive working relationship with loss prevention agents from many local retail stores, large and small, local and national chains. The goal is to work with retailers to reduce theft and fraud, crimes that can impact consumer prices.
