02-27-09 Arrests in Drug Trafficking, and at Party-Drug House, other overnight arrests

    Boise, Feb. 27, 2009 - Boise Police arrested three people after neighbor complaints of a party house turned into a drug investigation.

    Arrested: Zachary T. Harsma (aka Zachary T. Black), 18, Boise

    Charges: Possession of Marijuana (m), Frequenting a place where drugs are used or sold (m)

    Arrested: Devin C. Sattler, 20, Boise

    Charges: Possession of Marijuana (m), Frequenting a place where drugs are used or sold (m)

    Arrested: Brittany M. Hill, 18, Boise

    Charges: Possession of Marijuana (m), Frequenting a place where drugs are used or sold (m)

    What Happened: The Boise Police Neighborhood Contact Officers for the Broadway area recently received a complaint from neighbors about loud parties at the home on 1214 S. Michigan St., near Beacon St. and Boise Ave. When officers investigated, they learned marijuana was also being used by people who lived at or frequented the house.

    "This is a good example of neighbors, trying to keep up the integrity of their neighborhood, helping us identify houses that can really affect the quality of life in that entire area," said Officer Jermaine Galloway, BPD NCO for the area. 

    "This started as a neighbor complaint of a loud party, and turned into an investigation of an active drug house. We hope these arrests help neighbors feel more comfortable again around their own homes," said Officer Galloway.

    Officers gathered enough evidence to obtain a search warrant for the home. As officers served the warrant yesterday (Thursday, Feb. 26th) approx 11;30 a.m., they found several baggies with several grams each of marijuana, along with drug paraphernalia.

    Two people who live at the home were arrested; Harsma and Hill. A visitor, Sattler was also arrested. Four other people at the home when officers arrived were cited and released on various charges, including possession of drug paraphernalia, minor in possession of alcohol, and frequenting a place where drugs are used or sold.


    Boise Police, cooperating with the Treasure Valley Metro Violent Crimes Task Force, arrested a man wanted on felony charges of delivering a controlled substance (meth) out of Canyon County, and an immigration hold.

    Arrested: Damien A Lopez, 25, Boise

    Charges: Possession with intent to deliver (F), Destruction of Evidence (F)

    What Happened:  Officers with the Treasure Valley Metro Violent Crimes Task Force served a felony warrant at a residence on the 1700 block of Beach Street at approximately 2:30 a.m. this morning. Lopez was wanted on an outstanding warrant out of Canyon County. When Officers entered the residence they determined the suspect had flushed meth down a toilet as officers approached the home (unknown amount, destruction of evidence charges). Officers also recovered three baggies containing a small amount of meth, digital scales and other drug paraphernalia. For more on the warrant charges, please contact authorities in Canyon County.


    Boise Police arrested a 20 year old man for his third DUI after short foot chase early this morning.

    Arrested: Andrew William Edwards, 20, Boise

    Charges: DUI (two prior convictions) (F), Driving without privileges (M), Resisting and obstructing (M)

    What Happened: At approximately 1:00 a.m. Boise Police Officers observed a car traveling west on Idaho St. make an illegal lane change, then run the stop light at 9th and Main southbound. The officer stopped the vehicle at 9th and Borah Streets. Officers contacted the 20 year old driver who consented to do field sobriety tests. A passenger in the vehicle was asked to wait as Officers talked to the driver. Officers found the driver had a suspended license and three outstanding misdemeanor arrest warrants. 

    When officers attempted to take the driver into custody on suspicion of DUI he man ran. At the same time the passenger in the vehicle got out and also tried to run away. Both were caught by officers after a short foot chase. The suspect, Edwards, was taken into custody on the above listed charges. The passenger, Davin Bowermaster, 19 of Boise was arrested on two misdemeanor charges; resisting and obstructing and illegal alcohol possession/consumption by a minor.
