Kidnapping Arrests

Boise, November 18, 2006 – Boise Police have made three arrests in a 2nd degree

kidnapping case that happened in Boise this morning.

The incident occurred in the early morning hours, and involved an adult male subject,

who reported to Payette County Sheriff’s Office that he had been taken at knife-point from Boise

and driven to Payette County, where he was released without being harmed. The case is still

under investigation, but it appears that all of the subjects involved were known to each other, and

any motive for the crime may have stemmed from previous relationship issues.

Arrested in Boise were three suspects involved in the incident:

Mark J. Michel, 28 yrs., charged with 2nd Degree Kidnapping.

Leilani Louise Downing, 28 yrs., charged with 2nd Degree Kidnapping.

Jessica Danielle Perez, 26 yrs., charged with 2nd Degree Kidnapping.
