Call of suspicious activity leads officers to burglary suspect; Several arrests for possession of meth; BPD Weekend Watch Log

Arrested: Paul D. Dilulo, 54, Boise

Charged: Burglary (F), Possession of Burglary Tools (F)

Boise Police officers were dispatched to a report of a suspicious subject in the 2500 block of South Phillippi Street on Saturday, March 8, at 7:43 a.m. A witness reported seeing a car parked partially on the sidewalk in front of a house known to neighbors to be vacant. Upon arrival officers made contact with a Dilulo, who was just coming out of a vacant house.  Officers found Dilulo to be in possession of items that had been removed from the residence.  Evidence obtained during the course of the investigation revealed that Dilulo had entered the house through the kitchen window and that he was also in possession of tools that he’d brought with him to help gain access to the residence and to help remove fixtures.  Dilulo was arrested and booked into the Ada County Jail for the above charges.

Arrested: Brandy D. Dunaway, 26, Garden City

Charged: Possession of a Controlled Substance – Methamphetamine (F), Possession of Drug Paraphernalia (m)

Boise Police officers were dispatched to a Motel in the 8000 block of West Overland Road on Friday, March 7, at 5:00 p.m. for a report of found narcotics.  Motel staff reported that while cleaning the room, they’d seen and photographed a baggie containing a white powdery substance, as well as a glass pipe with burned residue inside.  Officer responded and made contact with Dunaway, who was the sole occupant of the room at the time.  Dunaway was found to be in possession of the baggie and the pipe.  Residue from both the baggie and the pipe field tested positive for Methamphetamine.  Dunaway was booked into the Ada County Jail on the above charges.

Arrested: Shirleyann E. Fisher, 27, Inmate

Charged: Warrant – Escape by One Charged with or Convicted of a Felony X2 (F)

Boise Police officers assisted Probation and Parole on Friday, March 7, at 7:00 a.m. in apprehending Fisher, who had two outstanding warrants for her arrest after she escaped from a work center a few weeks ago.  Probation and Parole had information that Fisher would be arriving in Boise on a bus from Salt Lake City and when officer’s met that bus, she was taken into custody without incident.  Fisher was booked into the Ada County Jail on the above charges.

Arrested: Charles E. Kiesser, 34, Mountain Home

Charged: Possession of a Controlled Substance – Methamphetamine (F), Possession of Drug Paraphernalia (m)

A Boise Police officer on routine patrol in the area of West McMillan Road and North Maple Grove Road on Sunday, March 9, at 11:01 p.m. stopped a car that Kiesser was driving for failing to signal properly when turning.  With the help of a Boise Police K9, officers found Kiesser in possession of one gram of methamphetamine (total package weight), and a glass pipe used for smoking methamphetamine.  The methamphetamine and residue from the pipe field tested positive.  Kiesser was arrested and booked into the Ada County Jail on the above charges.

Arrested: Jovan E. Santillan, 34, Garden City

Charged: Possession of a Controlled Substance – Methamphetamine (F), Possession of Drug Paraphernalia (m)

Boise Police officers were dispatched to a suspicious subject at a business in the area of West Fairview Avenue and North Five Mile Road on Thursday, March 6, at 3:06 p.m.  A witness told the responding officers that a subject in the business was acting strange and that they thought the subject was under the influence of drugs.  As the first officer arrived on scene he observed as the subject pulled out of the business parking lot and immediately started driving erratically.  The officer quickly stopped the vehicle, of which Santillan was a passenger, and conducted a DUI investigation.  With the help of a Boise Police K9, officers discovered Santillan was in possession of a glass methamphetamine pipe with a substantial amount of residue in it.  The residue field tested positive for meth.  Santillan was arrested for the above charges and booked into the Ada County Jail.  At the conclusion of the field investigation for DUI it was determined that there was not enough probable cause to support a DUI arrest for the driver.
