Testimony before the Joint Finance Appropriation Committee

Good Morning Chairman Cameron and members of the Joint Finance Appropriations Committee. My name is Mike Masterson, I’m appearing today in my official capacity as the Boise Police Chief.
I’m here today in support of funding for Idaho Health & Welfare’s initiative to establish 23 hour crisis counseling centers in three of our largest metropolitan areas.
I’ve often used the analogy of an upstream/downstream river in looking at the issue of mental illness and suicide in our state. Health & Welfare’s leadership in introducing this initiative to Idaho is to be applauded. My officers and my colleagues throughout the State are far too often involved in rescuing people from the rapids; and worst yet, recovering bodies downstream.
This is a long overdue, needed, upstream, proactive, early intervention, best practice effort that myself and law enforcement in Idaho strongly supports.
