Witnesses help locate DUI driver after crash; help ID Burglary suspect; BPD Weekend Incident Report

Arrested: Matthew E. Cohagan, 30, Nampa

Charged: DUI (F), Driving without privileges (m), leaving the scene of an accident (m)

Boise Police were called by witnesses to a crash Saturday afternoon after witnesses reported the driver responsible for hitting another vehicle on the Franklin Road off ramp of eastbound I-84 failed to stop. Fortunately, no one was injured in the crash. At least two witnesses were able to provide officers with a detailed description of the suspect vehicle. Officers soon found the suspect vehicle a short distance away at the intersection of West Franklin Road and Benjamin Lane. When officers spoke with the driver, identified as Cohagan, they could smell the strong odor of an alcoholic beverage. Officers report the suspect failed field sobriety tests and was arrested for suspicious of driving under the influence. A blood sample was taken ar the Ada County Jail for evidence testing. Officers also charged the suspect with leaving the scene of an accident and driving without privileges. Officers found during a check with Boise Police Records the suspect's driver's license was suspended in September of last year following a previous felony DUI.

Arrested: Justin Dee Davis, 51, No permanent address

Charged: Burglary 2 cts (F), Failure to Appear - 3 Warrants (m)

A citizen walked up to a Boise Police officer as the officer sat in his marked patrol car working on a report in the area of N. 17th and W. State Streets Friday afternoon, August 9th. The citizen, an employee at a nearby store told the officer a burglary had just occurred at the store. She reported a man had taken items and left the store without paying. As the clerk was describing the suspect to the officer, she saw the suspect walking into another store just across the street. The officer went into the store and located the suspect. The suspect was found to be carrying jewelry items reportedly taken from the first store as well as alcoholic beverage items that appeared to have just been taken from the second store. The officer had evidence the suspect entered the stores with the intention of committing a crime, making the applicable charge under Idaho law felony burglary. The officer placed the suspect, identified as Davis under arrest. A records check revealed the suspect also had three outstanding warrants for his arrest for failing to appear in court on previous misdemeanor charges. The suspect was booked into the Ada County Jail.

Arrested: Michael B. Hallett, 38, Boise 

Charged: Possession of a Controlled Substance - Cocaine (F), DUI (m)

A Boise Police officer on patrol early Sunday morning, August 11th, witnessed the driver of a car make a wide left turn, then fail to stay in the driving lane by crossing the dotted line in the center of the road on West Overland Road at Allen Street.  The officer stopped the vehicle. When speaking with the driver, the officer could smell the odor of an alcoholic beverage coming from the vehicle. The driver, identified as Hallett, also had slurred speech and glassy, bloodshot eyes. The suspect failed standard field sobriety tests. He was placed under arrest for suspicious of driving under the influence. In a breath test, the suspect blew a .179/.189. In a search following the suspect's arrest, jail deputies found the suspect in possession of approx. one gram total package weight of cocaine.

Arrested: Katlin M. Hoffman, 26, Boise

Charged: Grand Theft (F) - Warrant

Boise Police located the suspect at a North End home Friday afternoon and arrested the suspect on a felony warrant for Grand Theft. Ada County Prosecutors had issued the warrant following an investigation by Boise Police that began in June into the theft of several items from local retailers. Officers found evidence the suspect was apparently stealing the items and pawning or selling them. The items value was more than $1,000. She was booked into the Ada County Jail on the above charge.

Arrested: Francis L. Orthman, 20, Rupert

Charged: Possession of a Controlled Substance - Methamphetamine (F)

Boise Police officers on patrol early Sunday morning, August 11th witnessed the driver of a car commit several traffic violations, including failure to use a turn signal, make a wide turn and drive the wrong way down a one-way street.  The officers stopped the vehicle at the intersection of N. 13th and Front Streets and identified the driver as Orthman.  During the stop, officers obtained the drivers consent to search the vehicle. Officers quickly found a baggie with a approx. .5 gram of a white powdery substance that field tested positive for meth. The suspect was arrested and booked into the Ada County Jail on the above charge.
