Man who exposes himself to kids arrested on felony charges; Weekend incident report

   Arrested: Dennis R. Duvall, 35, Boise

   Charges: Sexual Abuse of a Child Under 16 (F), Stalking (F)

    Boise Police responded to a report of a man exposing himself to children at a retail store on West Fairview Avenue Sunday evening, July 7th, at approximately 6:00 p.m. The two female victims, under the age of 12, tell police the suspect followed them around the store before exposing himself to them twice. The children did the right thing and immediately notified employees in the store who called police. The suspect was located and taken into custody without incident. After a detailed investigation the suspect was transported to the Ada County Jail and booked on the above listed charges.

TITLE 18 CRIMES AND PUNISHMENTS CHAPTER 15 CHILDREN AND VULNERABLE ADULTS 18-1506. Sexual abuse of a child under the age of sixteen years. (1) It is a felony for any person eighteen (18) years of age or older, with the intent to gratify the lust, passions, or sexual desire of the actor, minor child or third party, to: (a)Solicit a minor child under the age of sixteen (16) years to participate in a sexual act; (b)Cause or have sexual contact with such minor child, not amounting to lewd conduct as defined in section 18-1508, Idaho Code; (c)Make any photographic or electronic recording of such minor child; or (d)Induce, cause or permit a minor child to witness an act of sexual conduct.

    Charges: Possession of a Controlled Substance with Intent to Deliver (Meth)(F)

    Arrested: Raul Uranga, 47, Boise

    Charges: Possession of a Controlled Substance (Meth)(F)

   Boise Police on patrol observed a vehicle fail to signal a turn near Davis and 29th Street Saturday evening, July 6th, at approximately 9:00 p.m. As officers contacted the occupants, a Boise Police K-9 named "Turk" alerted on the vehicle indicating the likely presence of drugs. A search of the vehicle revealed approximately 2.7 grams of meth, approximately 1 gram of marijuana, digital scales, syringes, and packaging materials. During the course of the investigation officers obtained evidence that indicated Paula Bartlett was involved in the sale of the controlled substance. The suspects were booked at the Ada County Jail on the above listed charges.

    Arrested: Monte L. Davis, 51, New Plymouth ID.

    Charges: Driving Under the Influence (DUI)(F)

   Boise Police received a report of a possible drunk driver failing to maintain his lane and drifting across lanes Saturday evening, July 6th, at approximately 8:00 p.m. The calling party tells police the suspect forced him to swerve to avoid a collision. Officers located the suspect vehicle near Chinden and Joplin Road. The suspect, who appeared to be very intoxicated at the time, failed several field sobriety tests and blew a .11/.13 at the Ada County Jail. A check through Boise City Records indicated the suspect had prior convictions for DUI making this charge a felony. The suspect was booked at the Ada County Jail on the above listed charges.

    Arrested: Sean A. Nihill, 38, Boise

    Charges: Battery on an Officer (F)

   Boise Police responded to a report of a problem with an intoxicated subject outside a bar on the 1400 block of North Curtis Road early this morning, July 8th, at approximately 1:00 a.m. Witnesses tell police the suspect was trying to start a fight with other patrons outside the bar. A short time later officers received another call that the suspect was again trying to fight with people in the same area. Due to the suspects extreme level of intoxication, officers determined he needed to be cleared by medical personnel for his own safety. While at a local medical facility, the suspect became aggressive. At one point, the suspect kicked an officer in the legs while being restrained. The suspect was eventually cleared by medical personnel and booked at the Ada County Jail on the above listed charges.

  Arrested: Lisa A. McClanahan, 30, Boise

   Charges: 3 counts of Burglary (F), Resisting and Obstructing (m)

   Boise Police responded to a report of a theft at a retail store on the 400 block of North Milwaukee Street Saturday, July 6th, at approximately 5:00 p.m. Store employees tell police that they witnessed the suspect conceal several items from three different stores and leave without paying for the merchandise. The suspect was detained by security personnel until officers arrived. As officers conducted the investigation, the suspect provided false information to police resulting in the obstruction charge. The suspect was transported to the Ada County Jail and booked on the above listed charges.

   The Boise Police Department has developed a positive, productive working relationship with loss prevention agents from many local retail stores, large and small, local and national chains. The goal of the program is to work with retailers and the Boise business community to reduce retail theft and fraud, crimes that have significant impacts on consumer prices.
