Hazardous conditions lead to Injury to a Child charges; Daily incident report

    Arrested: Joshua L. Parkinson, 31, Boise

    Charges: Injury to a Child (F), Manufacture of a Controlled Substance when Children are Present (F), Probation Violation Charges (m)

    Arrested: Ashley N. Parkinson, 23, Boise

    Charges: Injury to a Child (F)

   Boise Police conducted a welfare check at a residence on the 5600 block of West Overland Road yesterday, December 5th, at approximately 11:30 a.m. after receiving citizen calls about drug activity around children who resided in the home. Officers observed drug paraphernalia and noted the strong odor of marijuana in the home. Officers recovered 6 marijuana plants growing in a closet inside the home and determined Joshua Parkinson was in the process of producing synthetic cannabinoids (spice) in the kitchen's oven when officers arrived. Officers determined the illegal substances had been within the reach of two children who reside in the home, resulting in the injury to child charges. After a detailed investigation the suspects were booked at the Ada County Jail on the above listed charges. The children were declared to be in imminent danger and have been turned over to the custody of the Idaho State Department of Health and Welfare.

TITLE 37 FOOD, DRUGS, AND OIL CHAPTER 27 UNIFORM CONTROLLED SUBSTANCES ARTICLE IV 37-2737A. Manufacture or delivery of controlled substance where children are present. (1) Except as authorized in this chapter, it is unlawful for any person to manufacture or deliver, or possess with the intent to manufacture or deliver, a controlled substance as defined in schedules I, II, III and IV in this chapter, upon the same premises where a child under the age of eighteen (18) years is present.

   Warrant Arrested: Bryce T. Carr, 18, Boise 

   Warrant Charges: Rape (statutory)(F)

     The suspect was taken into custody on an outstanding felony warrant for Statutory Rape yesterday.

    The arrest warrant stems from an ongoing investigation into illegal sexual activity with a teenager that took place on more than one occasion over the last several months. Evidence indicates the suspect was aware the activity was illegal. That investigative information was forwarded to the Ada County Prosecuting Attorney's Office and resulted in the felony warrant. Further inquires into this case should be directed to the Ada County Prosecuting Attorney's office.

TITLE 18 CRIMES AND PUNISHMENTS CHAPTER 61 RAPE 18-6101. Rape defined. Rape is defined as the penetration, however slight, of the oral, anal or vaginal opening with the perpetrator's penis accomplished with a female under any one (1) of the following circumstances:(1)Where the female is under the age of sixteen (16) years and the perpetrator is eighteen (18) years of age or older.

   Arrested: Randy R. Wolfe, 52, Boise

   Charges: Aggravated Assault (F), Intimidation of a States Witness (F), Battery (m)

    Boise Police received a report of a battery that had taken place at a home on the 2700 block of North Maple Grove Road earlier that day, December 5th, at approximately 2:30 p.m. The victim, who is well known to the suspect, tells police the suspect came to his home and confronted him about an ongoing dispute over a prior criminal case. At one point, the victim tells police the suspect punched him in the face and knocked him to the ground before choking him. The victim tells police the suspect also made threats against his life. Detectives conducted a detailed investigation into the allegations. The suspect was transported to the Ada County Jail and booked on the above listed charges.

    Arrested: Brandon T. Sedin, 29, Boise

    Charges: Possession of a Controlled Substance (Meth)(F), Possession of a Controlled Substance (Prescription Medications)(F), Carrying a Concealed Weapon (m), Driving Without Privileges (DWP)(m)

   Boise Police on patrol early yesterday morning, December 5th, at approximately 2:00 a.m. observed a vehicle fail to signal a turn near North Orchard and West Morris Hill Road. As officers contacted the driver they determined he was currently suspended form driving. A search of the suspect revealed a prescription Oxycodone pill with no documentation and two baggies containing approximately 1 gram total package weight of meth. Officers also recovered a knife located in the suspects coat. The suspect was booked at the Ada County Jail on the above listed charges.

   Warrant Arrested: Carla J. Young, 51, Boise

   Warrant Charges: Fraudulent Possession of a Financial Transaction Card (F)

     The suspect was taken into custody on an outstanding felony warrant for Fraudulent Possession of a Financial Transaction Card yesterday.

    The arrest warrant stems from an ongoing investigation into the use of a credit card to defraud a local business of funds starting in 2010. Evidence indicates the suspect, who was an employee at the time, obtained the credit card through fraudulent means and used it to obtain more than $10,000.00 worth of goods and services over the past few years. That investigative information was forwarded to the Ada County Prosecuting Attorney's Office and resulted in the felony warrant.

    Arrested: Anthony J. Catalano, 36, Boise

    Charges: Driving Under the Influence (DUI)(F)

   Boise Police observed a vehicle fail to signal a turn that also had a tail light out late last night, December 5th, at approximately 11:50 p.m. near South Avenue A and East Front Street. Officers conducted a traffic stop on the vehicle.  The suspect, who appeared to be very intoxicated at the time, failed several field sobriety tests and blew a .28/.27 at the Ada County Jail. A check through Boise City Records indicated the suspect had prior convictions for DUI making this charge a felony. The suspect was booked at the Ada County Jail on the above listed charges.
