10-10-11 Lewd Conduct Warrant arrest and other crimes; Weekend incident report

  Warrant Arrested: Matthew J. Dilley, 33, Boise

  Warrant Charges: Lewd Conduct with a Minor (F)

    The suspect was taken into custody on an outstanding felony warrant for Lewd Conduct with a Minor Friday.

   The warrant comes as a result of a detailed investigation into allegations of inappropriate conduct that reportedly took place on more than one occasion in 2008. The conduct was reported to police in April of this year. The victim tells detectives the conduct took place in a Boise home. The suspect is known to the victim. Detectives have no evidence that indicates other victims were involved at this time. Since the incident was reported the suspect has had no access to the victim. That investigative information was forwarded to the Ada County Prosecuting Attorney's Office and resulted in the felony warrant. Further inquires into this case should be directed to the Ada County Prosecuting Attorney's Office.

   Arrested: Phuoc V. Phan, 47, No Known Address

   Charges: Battery on an Officer (F), Probation Violation Charges (m)

    Boise Police responded to a request for assistance at the Probation and Parole offices located on the 800 block of N. Cole Friday, October 7th, at approximately 10:00 a.m. The suspect, who had an outstanding warrant for his arrest on Probation Violation charges became violent when officers confronted him. At one point, the suspect struggled with officers and managed to bite one of the officers in the arm. The suspect was transported to the Ada County Jail and booked on the above listed charges.

   Arrested: Patrick A. Heffernan, 34, Boise

   Charges: Battery on an Officer (F), Probation Violation Charges (F), Malicious Injury to Property (m), Public Intoxication (m), Resisting and Obstructing (m)

    Boise Police responded to a report of an intoxicated suspect doing property damage in an alley near 6th and Grove Streets early Saturday morning, October 8th, at approximately 1:00 a.m. Witnesses tell officers the suspect had kicked over a moped motorcycle causing damage to one side. Officers observed the suspect fleeing the scene on foot and located him moments later hiding behind a concrete pillar near the Basque Center. The suspect, who appeared to be very intoxicated at the time, refused to listen to officers instructions. As officers took the suspect into custody he physically resisted and kicked one officer twice in the leg. The suspect was transported to the Ada County Jail and booked on the above listed charges.

   Arrested: Andrew D. Haskell, 20, Meridian

   Charges: Possession of a Controlled Substance without a Prescription (Pain Killers)(F), Possession of Drug Paraphernalia (m), Fleeing/Eluding Police (m), Resisting and Obstructing (m), 

   Arrested:Jeffrey W. Nye, 21, Meridian

   Charges: Possession of a Controlled Substance without a Prescription (Pain Killers)(F), Possession of Drug Paraphernalia (m), Fleeing/Eluding Police (m) Probation Violation Charges (F)

    A Boise Police Officer on Bicycle Patrol observed two suspects, one of whom appeared to be carrying alcohol and under 21, in a parking lot near Bannock and 13th streets Sunday, October 8th, at approximately 5:00 p.m. As the officer attempted to make contact with the suspects they both immediately turned and ran from the officer. The suspects proceeded to run through a yard, through bushes and along the street. The officer, who continued to order them to stop, followed the suspects on his bike issuing commands and requesting backup on his radio until additional units arrived. The suspects were stopped by officers in a parking lot near Idaho and 13th Streets. The bike officer grabbed Haskell who physically resisted arrest until he was handcuffed. A search of the suspects revealed syringes on the person of both suspects containing Dillautid residue and other drug paraphernalia. The suspects were transported to the Ada County Jail and booked on the above listed charges.

    Arrested: Timathy J. Allen, 30, Boise

    Charges:Possession of a Controlled Substance (Meth)(F), Possession of a Controlled Substance (Spice)(m), Possession of Drug Paraphernalia (m)

  Boise Police observed a vehicle conduct an illegal U-turn near Broadway and Rossi Streets Friday evening, October 7th, at approximately 9:00 p.m. As officers contacted the occupants of the vehicle the passenger, later identified as Timathy Allen, indicated to police that drugs were present. A search of the vehicle revealed a small baggie containing approximately 6.3 grams total package weight of spice, a baggie containing approximately 1 gram total package weight of Meth, a bindle containing approximately .4 grams total package weight of Meth and several items of drug paraphernalia. Evidence indicated the suspect was the owner of the illegal materials. The suspect was booked at the Ada County Jail on the above listed charges.

   Arrested: Teresa Molina, 35, Ontario OR

   Charges:Possession of a Controlled Substance (Meth)(F)

    Arrested: Fabian Colis, 24, Jerome

    Charges:Driving Under the Influence (DUI)(m)

  Boise Police observed a vehicle failing to maintain its lane Eastbound on State Street early Sunday morning, October 9th, at approximately 2:00 a.m. Officers stopped the vehicle at State and Fargo Streets. The driver, who appeared to be intoxicated at the time, failed several field sobriety tests and was arrested on a misdemeanor DUI charge. A search of the vehicle revealed a small amount of meth and drug paraphernalia. The suspects were booked at the Ada County Jail on the above listed charges.

 Arrested: Matthew J. Cave, 22, Boise

  Charges:Burglary (F)

  Boise Police responded to a report of a theft at a retail store on the 8300 block of W. Overland Sunday, October 9th, at approximately 8:00 p.m. Store employees tell police that they witnessed the suspect conceal electronics items and then leave the store without paying for them. Officers believe the suspect entered the store with the intent to commit the theft resulting in the burglary charge. The suspect was transported to the Ada County Jail and booked on the above listed charges.

  The Boise Police Department has developed a positive, productive working relationship with loss prevention agents from many local retail stores, large and small, local and national chains. The goal is to work with retailers to reduce theft and fraud, crimes that can impact consumer prices.
