12-06-10 2 separate arrests for Injury to a Child; one from young children left alone; one from giving a teen a toxic amount of prescription meds; BPD weekend incident report

Arrested: Leshanda L. Allen, 19, Idaho City
Charges: Injury to a Child (F), Resisting & Obstruction officers (m), Minor in possession of alcohol (m)

Arrested: Chuweeka H. Manakaja, 27, Boise
Charges: Injury to a Child (F), 3 counts

Officers were called to an apartment south of W.Overland Rd and S. Roosevelt St. Friday night, Dec. 3rd, about 10:30 p.m. by a citizen reporting a loud argument that involved several children.

When officers arrived they found two women who told the officers they were friends of the suspect Manakaja who lives at the apartment. The two friends told officers they had come to the suspect's home to check on Manakaja's three children, ages six, five and three months old. The witnesses said they arrived at the suspect's apartment to find the three month old, and another child approx 18 months old had been left in the care of the six year old and were all three home alone. Officers learned later the 18 month old is the child of the suspect Allen.

Officers tried to enter the apartment where the two suspects were and the suspects refused to let officers inside. The officers found one door unlocked, but a couch blocked entry. Eventually officers were able to move the couch and gain entry inside the apartment where they could check on the welfare of the children.

After investigating, officers found evidence the three children had been left home alone by the suspects for nearly six hours, between approx 4:30 and 10:00 p.m. that day. Another child, the five year old belonging to Manakaja, had been with the two suspects while they were out, but officers found he was not properly dressed for the cold, wet weather. Officers believed the two suspects were intoxicated when they arrived home and had been drinking and catching rides with strangers to and from stores while they were caring for the five year old.  Officers also found the living conditions in the home to be unclean, cluttered and potentially a hazard to the children. Witnesses said the argument that prompted the call to police was the two suspects arguing with the friends over the welfare of the children.

A detective with the Boise Police Special Victims Unit declared all four children in Imminent Danger. The children were placed in the custody of Idaho Health & Welfare. Because officers believed the suspects intentionally placed the children in situations and conditions likely to harm the children, both suspects were arrested on the above charges and booked into the Ada County Jail.
